Since its inception, the Social Development Foundation (SDF) has been dedicated to carrying out community development programs with unwavering commitment, adhering to its Charter. We consider community development a comprehensive activity that encompasses all spheres of life essential for empowerment and healthy socio-economic growth.
Pakistani communities have made significant progress, but there is still much to be achieved. As a signatory to the United Nations’ Sustainable Development Goals (SDGs), Pakistan is committed to reaching these goals by 2030. SDF is actively contributing towards SDG Goal No. 3 by providing primary health care to underserved communities, ensuring equal access to quality technical, vocational, and tertiary education for all women and men. We also engage in advocacy and awareness programs to promote inclusive development and employment opportunities.
Our programs reflect the tireless efforts of SDF to achieve these universal goals without discrimination based on color, caste, or creed. The health sector has been our flagship program since the beginning.

Welcome to the Social Development Foundation (SDF). Our journey has been marked by significant progress, but there is still much to be done. Our focus on SDG Goal No. 3—ensuring healthy lives and promoting well-being for all at all ages—reflects our commitment to providing primary health care to underserved communities. Executive director
Dr. Ejaz Qadeer, a dynamic public health expert, brings years of extensive experience in managing public health programs and teams, including his significant contribution to hospital management and the TB Control Program in Pakistan from 2006 to 2016. His work, especially in the design and implementation of the national program for MDR TB expansion and the Public-Private Mix (PPM) approach, has been recognized both nationally and internationally.
Dr. Qadeer has extensive experience in designing, establishing, and managing large-scale, multi-year national health projects focused on infectious diseases and hospital services. His expertise includes policy formulation and analysis, working with international partners, and streamlining collaborative frameworks. He has designed human resource management systems, supply chain management, procurement for large organizations, and monitoring and evaluation (M&E) systems to ensure effective program implementation and quality.
Over the years, Dr. Qadeer has developed a deep understanding of the national health system and the protocols of international organizations such as WHO. He has worked at various levels in tertiary care hospitals, establishing services, supervising staff, and designing policies for maternal and child care, infection prevention programs, and emergency care. His experience spans the public sector at both preventive and curative care levels, as well as the private sector and non-governmental organizations.

In Pakistan, SDF is registered under the Ordinance 1961 with registration number DDSW (MD) 214, and in Canada under the Not for Profit Corporation Act with registration number 1215441-2
